Louis Picard releases new book Foreign Aid and Foreign Policy: Lessons for the Next Half-Century
Professor of International Development Louis Picard and co-editors Robert Groelsema and Terry F. Buss recently released this compilation of expert recommendations on how to improve the U.S. system of aid as it relates to our nation's foreign policy. Foreign Aid and Foreign Policy includes 20 chapter-length case studies, each examining a different topic - foreign aid and security, nongovernmental organizations (NGOs) and foreign aid, capacity building, and building democracy abroad. The editors also call attention to specific foreign aid and policy issues as they relate to Iraq, Pakistan, Ghana, Haiti, and various countries in Eastern Europe and Africa.
Picard also co-authored two chapters within the book: "Donors, Public Sector Reform and Decentralization: Democracy and Civil Society in Ghana" and "Higher Education, Capacity Building, and Foreign Aid: Lessons Learned." Contributing to the book's policy analysis, two GSPIA professors are also featured experts. Paul Nelson wrote "NGOs in the Foreign Aid System" and Siddharth Chandra authored "Aid and Development: A Conceptual Perspective from Development Economics."
Picard is currently a Senior Research Fellow at the National Defense University's Africa Center for Strategic Studies. He is also the author of The State of the State: Institutional Transformation and Political Change in South Africa.
